This information is quite old and out of date. The DCM no longer exists, it is now called the Civilian Marksmanship Program (CMP). They are no longer in Washington, D.C. They are also no longer connected with the Army, they are a non-profit corporation. The best way to contact them is through their web site. Go to www.odcmp.com. You can still purchase a Garand for as little as $275. You can also buy up to two rifles per year per person, no longer once in a lifetime.
